Synertex LLC is seeking an On-Site Manager / Exercise Project Officer to provide support to Headquarters, Pacific Air Forces (HQ PACAF) as the on-site lead for all contract personnel at JBPH-H and abroad. The On-site Manager will regularly interface with the PACAF/A373 Branch Chief, PACAF FM, and Synertex Leadership Team to ensure daily operations are completed, budgets are maintained, and issues resolved as they surface.

PACAF: On-Site Manager / Exercise Project Officer

 

Responsibilities

  • Be familiar with and act for the other contract personnel in their absence when traveling to support exercises.
  • Have a working knowledge of all exercise requirements and have a smaller portfolio than other Project Officers.
  • Will be in the office at least 75% of the time and apportion no more than 25% to travel.
  • Manage and assist contract personnel with administrative matters such as ensuring product suspense’s and updates are met, coordinating, and reviewing LOIs, and ensuring that general USAF policies and directives are adhered to by Synertex employees.
  • Will interface and coordinate regularly with the Administrative Officer ensuring that the office operates efficiently and effectively.
  • Will manage and ensure that contract personnel comply with the Performance Requirements and Deliverable suspenses are met in a timely manner.
  • Develop an Individual Exercise Plan (IEP) for each exercise assigned by PACAF/A37 that includes as a minimum: A Plan of Actions and Milestones (POAM), description of the exercise, identification of work to be completed (planning tasks), budget projections and milestones, and deadlines for completion (timeline).
  • Responsible for informing the COR of planning limitations, budgetary shortfalls, and issues or problems impacting exercises.

Mandatory Qualifications

  • Master’s degree or above preferred.
  • 14 minimum years of experience required.
  • 5+ years of experience leading and managing exercise development at a flag-level military command.
  • At least 3 years of experience planning USAF MAJCOM–level, or equivalent exercises.
  • At least 3-years aviation background (Pilot/Navigator/Air Battle Manager/ Aircrew Member) (preferred) to lead planning or conduct Field Training Exercises (FTXs), Command Post Exercises (CPXs), Staff Exercises STAFF-EX) or Table-Top Exercises (TTX) and Engagements involving aviation assets or that are aviation centric.
  • Familiar with operational and logistical support requirements for exercises, deployments, and mobilizations.
  • Familiar with the PACAF force structure (i.e., country location, name of Wings and NAFs, type of aircraft assigned, etc.).
  • Have a working knowledge of USINDOPACOM/PACOM Theater Campaign Plan (TCP) and PACAF Strategy.
  • Effective in verbal and written communications. (e.g. return phone call, email or other communication) to the Government within 12 business hours.
  • Able to work and lead in a team environment with demonstrated leadership and customer interface skills.
  • Able to liaise with national-level agencies, DoD, Services, Combatant Commands, and Intelligence Agencies.
  • Working knowledge of current Microsoft Office applications.
  • Possess good analytical skills and be able to operate in a demanding environment while executing multiple tasks simultaneously.
  • Have knowledge and/or experience with Joint Operation Planning and Execution System (JOPES) and/or Deliberate and Crisis Action Planning and Execution Segments (DCAPES), with experience using these systems while supporting USAF Major Command level (or equivalent) exercises, or significant deployments (i.e. movements of multiple flying units and/or personnel deployments of 200 or more in conjunction with a single event).
  • Operational and/or logistical experience in the Asia-Pacific Theater.
  • Familiarity familiar with financial nomenclature and documentation as well as the Manpower MPA Man-day Management System (M4S).
  • Familiarity with standard funding documents, such as Military Interdepartmental Purchase Requests (MIPRs), AF-616s, and Comptroller Alert Messages (CAM).
  • Working knowledge of Joint Training Information Management System (JTIMS) and Global Theater Security Cooperation Management Information System (GTSCMIS) requirements and capabilities and be able to become proficient in using required capabilities with minimal training.
  • Experience in planning and executing CPXs and FTXs within the INDOPACOM AOR.
